Drawings of the national lottery often show numbers that disappear from purchased tickets or that are deemed unlucky and unlikely to win. For example, the number 509 appeared only on tickets bought during a recent lottery draw on Oct. 14 this year, but was changed to 134 only 10 minutes before the drawing began, the source told RFA’s Lao Service.

The Lao state-owned company that distributes the national lottery is owned by people who have links to the ruling elite, the source said. “The public is not told how much these business interests pay the government each year for their work, and the government does not inspect the distribution work,” the source added.
