The state-run lottery in the communist country of Laos is rigged, according to RFA’s Lao Service. Officials manipulate winning numbers to avoid paying out large sums of money, the sources said. Drawings often show numbers that disappear from purchased tickets or are deemed unlucky and unlikely to be chosen. For instance, on Oct. 14 this year, the winning number 509 appeared only as a 5 on tickets bought throughout the day of the drawing.
The business interests behind the state lottery include members of the ruling elite, the source said. “The private companies responsible for the lottery should be replaced by the state, because they can’t be trusted,” he added. “They should be accountable to the public for their work.” In Canada, the provincially owned Interprovincial Lottery Corporation operates four nationwide lotteries: Canada 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. The company also offers keno and video lottery terminals.
