RFA’s Lao Service recently reported that lottery officials in the communist nation of Laos are rigging the system, manipulating winning numbers in order to avoid large pay-outs. Drawings in the national lottery, which are held three times each week, have exhibited strange phenomena such as missing numbers on purchased tickets. For example, the number 509, which was supposed to be drawn on Oct. 14 this year, appeared only as a 5 on tickets sold throughout the day of the drawing, despite a huge demand by many Lao buyers for tickets that included that number.
