RFA’s Ounkeo Souksavanh spoke with a member of the public who believes that lottery officials are manipulating the results in order to avoid large payouts. He says that the winning numbers on purchased tickets appear to disappear during the drawings and that numbers that are deemed unlucky are never chosen.

This talk explores the political, economic and moral history of the lottery in Laos since 1975, including the mechanics of the lottery system. It will also consider what the lottery can tell us about the many dimensions of gambling in Laos and how the system might shed light on state enterprises as a whole. Dr Charles Zuckerman is a linguistic anthropologist who studies Laos. His doctoral research explored gender and the moral dimensions of gambling in Luang Prabang. He is currently working on a book that is based on this work.
