Laotian immigrant Cheng Saephan will share hundreds of millions of dollars with a friend after winning the Powerball lottery in Oregon last week. He and his wife, Duanpen, are members of the Iu Mien ethnic group, which fought alongside American forces during the Vietnam War and immigrated to the United States.
