Lao lottery officials are rigging the system, manipulating winning numbers to avoid large pay-outs, sources in the communist country tell RFA’s Lao service. The national lottery draws three times a week, but numbers sometimes disappear from bought tickets or are deemed unlucky. For example, the number 09 appears only on tickets purchased during a day before the drawing, while the winning number for the Oct. 14 drawing, 509, was not found on any purchased tickets, a source in the capital Vientiane told RFA.

Officials from the Lao Ministry of Finance have denied that lottery winnings are being rigged. But other Lao business interests with a stake in the lottery say otherwise. “The majority of the companies responsible for the lottery are people with connections to the ruling elite,” a source told RFA.
