In addition, the lottery has become a vehicle for the enrichment of government leaders’ family members and business associates.

Despite these allegations, the lottery is still popular in Laos and Thailand. It is estimated that more than 70 percent of the population participates in some way. While the government has made efforts to regulate the industry, it remains difficult to enforce its laws, especially when businesses have little incentive to comply. A number of private business interests have emerged to offer services related to the lottery, often charging premiums on the base price.

In Canada, lottery play was illegal until 1967, when the federal Liberal government introduced a special bill—an Omnibus Bill—to bring up-to-date a number of obsolete laws. The Omnibus Bill included an amendment to legalize lotteries. Today, there are four nationwide lotteries in Canada: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, and Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Yukon, Northwest Territories). The winnings from these lotteries are not taxed. Charles Zuckerman is a linguistic anthropologist who has conducted ethnographic research in Luang Prabang, Laos. His doctoral project investigated the moral and communicative dimensions of gambling in that city. His talk will explore the political, economic and moral history of Laos’ lotteries since 1975, and consider what it means to play them, choose numbers, and win them.
