Lao government officials are rigging the national lottery, manipulating winning numbers to avoid large pay-outs, sources in the communist country tell RFA’s Lao Service. For example, the winning number in an Oct. 14 drawing appeared as a buffalo on tickets sold throughout the day, but changed to a 5 an hour before the drawing.

The winner is a 46-year-old man who lives in Portland, Oregon. He is a member of the Iu Mien, an ethnic group that fled to Thailand in the wake of the American war and settled mostly along the West Coast of the United States. He and his wife plan to split the prize money, which could be worth up to $1.3 billion dollars after taxes are paid. They are among thousands of Iu Mien who came to the U.S. through a refugee rescue program.
