In addition, the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador), Loto-Quebec (Quebec) and Ontario Lottery and Gaming Corporation (Ontario) run their own lottery operations.

In Laos, lottery officials are rigging the game to avoid large pay-outs, sources in the communist nation say. During the national lottery drawings, some numbers appear only as 5 on purchased tickets while others vanish completely. For example, the winning number in October’s drawing was 509, but it appeared only as a five on tickets bought throughout the day of the drawing. The number was a favorite among buyers because it is associated with the buffalo, a symbol of good fortune, the source told RFA’s Lao Service. However, the number was changed only 10 minutes before the drawing began. In addition, some numbers were deemed unlucky and were not selected in the draw. This was to prevent people from gaining too much money and causing a social crisis.
