In exchange for a $2.00 “donation”, players would be eligible to participate in a draw with a grand prize of 100,000 Canadian dollars. The “tax” was contested by the minister of justice, who argued that it violated the Omnibus Bill. Drapeau replied that the law did not prohibit his lottery because it was voluntary and that the prize money was in silver bars, not cash.

Laotians are free to engage in online gambling, but the country has not yet put in place a regulated framework. As a result, most gamblers choose to play with international bookmakers, which can be easily accessed in Laos because the authorities do not block access to these sites.

Laotians are complaining that officials in their communist country are rigging the lottery system to avoid paying out large prize winnings. In fact, they are tampering with the results of the national lottery drawings, which take place three times each week. The winning numbers sometimes disappear from purchased tickets. They have even been shortened to a random number, which is not likely to be chosen.
