In the case of a drawing on Oct. 14, the winning number 509 appeared only as a 5, after large numbers of Lao buyers sought to purchase tickets including that number.
Those who have a stake in the lottery’s work are business interests connected to the ruling elite, a Lao official told RFA. The companies responsible for the lottery’s operations pay an annual fee to the government but no one monitors how the fees are spent, the official said. This year, the fees have dropped to their lowest level in two decades. The government should resume control of the lottery, he added. The Lao lottery is run by the Ministry of Finance and has four different types of games. The largest are the Lotto and the Extra. The other games are the Multi-Win, the Extra Lot and the Quick Match.
