The Lottery is regulated by the Interprovincial Lottery Corporation, a consortium of five provincial/territorial lottery commissions owned by their respective governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Manitoba Liquor Control Board (Manitoba), Quebecor Media Inc. (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories and Nunavut).

While there are several online companies that sell lottery tickets, the majority of sales occur at retail outlets, which are licensed by the state or territory where they are located. In addition to offering the traditional lotto, these retailers can also offer other types of games such as scratch-offs and video poker. The lottery industry has a number of other business practices that are unusual in the context of regulated gambling, such as allowing customers to purchase tickets by phone and requiring players to verify their identities with photographic identification.
