For example, the winning number in a drawing on Oct. 14 this year, 509, appeared only as a five on purchased tickets throughout the day of the drawing and did not show up until 10 minutes before the results were announced, RFA’s source told us. The rigging is believed to be carried out by members of the Iu Mien ethnic group, who are subsistence farmers and assisted American forces in combating the North Vietnamese army during the Vietnam War. Many Iu Mien subsequently fled to neighboring Thailand for fear of retribution.
