A Lao man who won a Powerball lottery jackpot in Oregon has raised awareness of his native country and its citizens in the US. Cheng Saephan, 46, wore a sash at a news conference that identified him as an Iu Mien, an ethnic group with origins in southern China who fled from Laos to Thailand and then settled in the US after the Vietnam war. He is donating half of the winnings to his wife and another Iu Mien friend. He plans to use the rest to invest in real estate and start a business. The winning ticket was purchased at a Plaid Pantry convenience store in Portland. It was the first Powerball jackpot won in Oregon since June 2012. Lottery officials have said they are considering a second winner. They are expected to announce the winner on April 23.
