These casinos are usually located in Special Economic Zones, which are leased out by the Laotian government to boost foreign trade. However, gambling is prohibited in all other areas of the country.
Laotian authorities have alleged that lottery officials are manipulating the system by rigging winning numbers in order to avoid paying out large amounts of money. One such case involved the number 509, which appeared as a winner in a lottery drawing on Oct. 14 this year, but was later changed to a different number on tickets purchased throughout the day of the drawing, a source told RFA’s Lao Service.
