The $1.3 billion winning Powerball ticket sold in early April was bought at a Plaid Pantry convenience store in Portland, Oregon. The winner, Cheng Saephan, told a news conference that he and his wife, Duanpen, will split the prize evenly with a friend who chipped in $100 to buy a batch of tickets with them, Laiza Chao. He said he had made a joke about being a billionaire before the drawing, and the next day it came true. Lottery winners have a year to claim their prizes, and under Oregon law, with few exceptions, they cannot remain anonymous.

Lottery officials in the communist state of Laos are rigging the lottery system by manipulating numbers, sources say. Drawings of the national lottery, which are held three times each week, often show numbers that vanish from purchased tickets or numbers deemed unlucky by Lao players. For example, the number 509 in this month’s drawing appeared only as a 5 on tickets sold throughout the day after the draw.

But Vilasack Phommaluck, a finance ministry official who sits on the committee that oversees the lottery, dismissed the accusations, telling RFA’s Lao Service there are changes being considered to help restore faith in the game. He says one possible solution is to cut the drawing back from three to once a week. Other changes might include adding more prizes and limiting the maximum amount that can be won per drawing.
