While the earliest lotteries were created by monarchs, they have since been a popular source of funding for both public and religious causes. In the United States, private lotteries became popular during the 19th century. These were often established by churches, clubs, or fraternal organizations. Private lotteries were often a way for rich business people to give back to the community.

Drawings for the national lottery are frequently marred by disappearing numbers and discarded ones that are considered unlucky, sources tell RFA’s Lao Service. In one case, the winning number 509 appeared only as a 5 on tickets sold throughout the day of the Oct. 14 drawing, the source said.

A state official speaking on condition of anonymity told RFA that business interests connected to the country’s ruling elite have a stake in the lottery operation. “The government should resume control of the lottery, because these private businesses can’t be trusted,” the official said.
