Lottery online is a form of gambling in which players buy tickets to win prizes based on the outcome of a drawing. Prizes can be cash, goods, services, or vacations. In the United States, lottery games are regulated by state laws. Those who operate state-regulated lotteries must obtain a license from the state. For a $2.00 “donation” players would be eligible to compete for silver bars, the value of which could be determined by correctly answering four questions about Montreal during a draw.

The game was widely popular, and the winnings were divided between the city, the province and a trust fund. The city’s share was about US$1 million, and the rest was given to charities. It was not the first time the city had tried to raise money through a lottery, but it was the most successful.

Laos’ communist-controlled lottery has been rigging its drawings in order to avoid large pay-outs, sources tell RFA’s Lao Service. Drawings of the national lottery, held three times each week, often show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen. The number 509, for example, disappeared from tickets sold during the day of the Oct. 14 drawing, but appeared again as the winning number only an hour later, a source told RFA.

Those in charge of the national lottery must be held accountable, the source said, and should not be allowed to hide behind state agencies or private business interests. The official added that he believes the lottery has been influenced by business interests with connections to China.

The Powerball jackpot, announced at a news conference Monday, totals $1.3 billion dollars. The winner, a 42-year-old immigrant named Cheng Saephan, says he and his wife, Duanpen, will take half of the prize. The remainder will go to a friend, Laiza Chao, who chipped in $100 to buy the couple’s tickets.
