Lotteries are a popular way to raise money for good causes, but some have been accused of being corrupt. A number of scandals in Laos have focused attention on the role of business interests in running the nation’s official state lottery. A caller to RFA’s Lao Service said that the companies responsible for the lottery have strong ties to the ruling elite. The caller added that his personal experience of being a lottery player has not been positive.

The winning ticket for a $1.3 billion Powerball prize was purchased at a Plaid Pantry convenience store in Portland, Oregon. The winner was identified at a news conference as Cheng Saephan, a 46-year-old immigrant from Laos who has been fighting cancer for eight years. He plans to give half of the prize money to his wife, Duanpen, and the other half to a friend. He is part of the Iu Mien ethnic group, which helped American troops during the Vietnam War and fled to Thailand and then to the United States. Under Oregon law, lottery winners can’t keep their identities secret with a few exceptions.
