A fifth nationwide lotto is Quebec’s Extra, but it is not regulated by the Société des loteries du Québec. In the United States, the federal government regulates lotteries. However, the states are free to operate their own lottery games if they wish. This practice is controversial, as it may lead to corruption or a lack of transparency in the operations of lotteries. In addition, the federal government requires that a portion of all lottery winnings be given to charitable organizations.
