However, her plight is somewhat unique in that she is not a business owner but rather an employee of the state-run organization responsible for issuing lottery tickets. Her position was made obsolete when a new policy was introduced to limit the number of times lottery tickets were sold each week and to end scratchcard lotteries. The minister in charge of the lottery industry told RFA’s Lao Service that this new policy was designed to address complaints that the issuing of so many lotteries encouraged people into habitual gambling.
He added that investment was needed to develop a system to trace those involved in illegal lotteries, adding that authorities in charge of the state lottery would do their best to tackle the problem. However, he said he was unable to provide more details because of the lack of funds available.
Forty-six-year-old Saephan, who is a member of the Iu Mien ethnic group, wore a sash at the news conference that identified him as an immigrant from Laos. He and his wife, Duanpen, will split the prize money, which was worth more than $1.3 billion dollars after federal and state taxes were taken out.
The sash is a traditional Laotian symbol of wealth, and the couple plan to use their share of the money for education and to build their own home. They also plan to give part of their winnings to a friend, who gave $100 to buy lottery tickets with them.
