In Australia, for example, the major lottery is called Xo So Kien thiet and is operated by state government-licensed companies in all cities and provinces, with a portion of proceeds going to each provincial government.

Officials in the communist nation of Laos, however, have been accused of rigging the lottery system to avoid paying out large jackpots. Drawings have been known to show missing numbers, or numbers that are deemed unlucky and unlikely to be chosen. For instance, the number 509 appeared only as a buffalo symbol on tickets sold throughout the day of a recent lottery drawing, and was changed to the number 134 an hour before the scheduled event. The company responsible for the lottery reportedly has close connections to Lao ruling elite members. This has prompted the office of Prime Minister Thongloun Sisoulith to request that the ministry overseeing the legal state lottery work with other departments to improve the transparency of the operation.
