He reiterated that those who participate in illegal lottery games are encouraged to become addicted to gambling and should be punished accordingly.

The winner, Cheng Saephan, 46, is part of the Iu Mien ethnic group that escaped persecution in their homeland and settled in the West Coast region of the United States in the late 1980s. He and his wife will split the prize, which comes to about $1.3 billion dollars after federal and Oregon taxes are taken out.
