The modern state-run French national lottery, called Loterie Nationale, is governed by the Loterie Nationale Act. The largest prize is a car, which can be won by anyone who correctly predicts the winning numbers in the first draw.
Several other countries have legalized the sale of lotteries. Canada, for example, has four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. In addition, it has regional lotteries administered by the Atlantic Lottery Corporation (New Brunswick, Nova Scotia and Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories and Nunavut). The New Zealand lottery is a nationwide lottery that is controlled by the government through an autonomous Crown entity, Lotto New Zealand. The profits of Lotto New Zealand are distributed by the Lottery Grants Board to a range of charities and community groups.
In Laos, there is no official lottery, but the government has allowed private companies to operate lotteries in special economic zones. These entities sell the same types of games as traditional lotteries and pay out prizes to winners. However, there is a lot of confusion about how this works in practice. Dr Charles Zuckerman is a linguistic anthropologist who has studied the lottery in Luang Prabang for more than a decade. His research explores the political, moral and communicative dimensions of gambling in this country. His talk will explore what the lottery is like in everyday life in this place and what it means to people on the ground.
