Playing the Lottery Online in Laos

Lotteries are popular in many countries and are a significant source of government revenue. In the United States, instant lottery games (also known as scratch-off tickets) generate a large percentage of lottery revenue. These games are played on-line or in-person and are regulated by state gaming commissions. The world’s largest lottery is the Spanish Christmas Lottery, which has a prize pool of more than €2.4 billion. The company running it, Loterias y Apuestas del Estado, is also a major operator of video lottery terminals, which are similar to slot machines.

The history of lotteries is complex and has seen numerous ups and downs. In the 18th century, for example, they were a major struggle between the monarchy and the church, with the latter winning. In the modern era, they have become a part of everyday life and are governed by strict regulations. However, they have not been immune to scandals and accusations of mismanagement and corruption.

Despite this, lotteries have continued to grow and have been used as an instrument of public policy. They have been linked to economic development and social policies, and can even be considered a form of social insurance. This talk will explore the political, economic and moral history of lotteries in Laos since 1975. It will also explore what it means to play the lottery in Luang Prabang where the author conducted ethnographic research on the practice from 2013-2016.

In the early 1980s, New Zealand legalized lotteries through the establishment of an autonomous Crown entity, Lotto New Zealand. This entity controls the nation’s four national lotteries: Lotto, Keno, Bullseye and Instant Kiwi scratch card games. All proceeds from these games are distributed to community and charity organizations by the Lottery Grants Board. Unlike other lotteries, the New Zealand national lottery does not tax winnings. Instead, the proceeds are shared amongst Sport and Recreation New Zealand, Creative New Zealand, and other statutory bodies. This distribution model makes it a unique case amongst the world’s national lotteries. Moreover, it provides a model for other governments that may wish to implement a similar system. This has also been a model for other multi-national companies seeking to operate online lotteries.
