In Canada, in 1967, Montreal mayor Jean Drapeau tried to recover some of the funds spent on his city’s World’s Fair and subway system by introducing a lottery. His idea was to introduce a voluntary tax of $2.00 for a chance to win a grand prize of silver bars.

In Laos, a regulated gambling environment has yet to develop, but there are some signs that the government is trying to address the issue. The special economic zones are a good start, but it is still a long road ahead before the sector becomes fully regulated. In the meantime, a number of international bookmakers are operating in the country, and it seems that Laotians have no problem accessing them from the comfort of their own homes. Luckily, there are also several local bookmakers that have sprung up, so that Laotians can still gamble safely and legally.
