Lottery is a form of gambling where people can win money by guessing the right numbers. The prizes range from cash to goods and services. Lotteries can also be conducted by non-profit organizations to raise funds for specific projects. The money raised is not usually taxed. However, some governments do tax lottery winnings. In other cases, the proceeds are used to support public education or social welfare programs.

While the legality of online gaming is a debated issue, lottery-style games do not face as much scrutiny as other forms of gambling. In 1975 the Lao government established a national lottery to help finance its economic development goals. This talk will explore the political, economic and moral history of this unique state enterprise, while considering what it reveals about Lao state enterprises in general.

The earliest lotteries were private, operated by individuals or groups who would collect entries for a prize. The first major modern lottery was introduced in France in 1795, and was known as the French National Lottery. The first state-run national lottery was launched in the United States in 1890, with the Pennsylvania State Lottery. In the late 20th century, lottery sales rose rapidly in many countries. This rapid growth was fueled by technological advances, including the introduction of instant tickets and the use of video lottery terminals (VLTs).

In the early 21st century, lotteries have become increasingly popular, with the introduction of mobile phone-based games. Several mobile phone companies have launched national or international lottery games. In addition, the popularity of Internet gambling has increased, and it is now possible to play the lottery with a computer or mobile device.

In Canada, there are four nationwide lotteries: Lotto 6/49, Lotto Max, and the Daily Grand, which replaced Lotto Super 7 in September 2009. All of these are run by Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Newfoundland and Labrador, Nova Scotia), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, and Nunavut). This consortium is governed by the Lottery Act. In the United Kingdom, there is the National Lottery and EuroMillions.
