This talk explores the political, economic and moral history of Lao lottery since 1975. It will examine the mechanics of the lottery system, and consider its rationalization as an economic activity that is coherent with socialist goals. It will also discuss what playing the lottery, choosing numbers and winning meant for people on the ground in Luang Prabang during ethnographic research from 2013 to 2016.
There is a surprisingly large number of betting opportunities in Laos despite the fact that there is no legalized bookmaking industry. This is partly because the authorities don’t block access to international bookmakers and don’t seem to actively monitor the country’s online gambling activities. Consequently, there are few restrictions on the type of bookies that can operate in Laos and the majority of people stick to reputable international bookmakers. However, some international bookmakers have found it difficult to operate in the country due to high fees charged for processing withdrawals and deposits. As a result, some operators have been forced to close their operations in the country.
