Hanoi Lotto is an enormously popular gambling game in Vietnam, drawing millions of participants every day. Although lottery has a long history, it remains controversial and has attracted scrutiny from both government officials and private actors. Government authorities have voiced serious concerns regarding the lack of regulations and monitoring for lottery games, noting that investing so much money has led to increased illegal activities. As a means to combat this issue, the Ministry of Finance drafted new legislation to control ticket sales as well as regulate lottery agents’ activities.

The new legislation will require lottery agents to hold a license and meet specific criteria before selling tickets, while also creating new rules to oversee winnings distribution, curb bribery and fraud and force lottery companies to report all profits – including commission earned on ticket sales – to the government.

Lottery tickets are disseminated to Vietnamese cities through large wholesalers who supply smaller stores throughout Vietnam. From these stores, lottery tickets are then sold for 9 000 VN-Dong (40 US cents) each ticket sold through individual sellers in Saigon streets; one day in particular saw Huong make as much as 230 000 VN-Dong in sales earnings – enough money to feed herself and her pregnant daughter for several days of work!

Some prizes can be extremely high, yet there are also many losers. For instance, if you manage to match all five numbers of the special prize draw and claim it as your own you could receive 30 million VND while if one number falls short you would lose 2 billion VND – despite these huge sums available most players don’t expect themselves lucky enough to take home such huge wins; rather they just hope for small gains while enjoying playing lottery responsibly as it brings great advantages to our nation as a whole.
