It is managed by the state-owned Loterias y Apuestas del Estado (LOTE) and is a member of the European Lottery Association. The LOTE is the only major lottery that offers a multi-million euro top prize.

While Laos considers gambling to be illegal, there are some Special Economic Zones in the country that allow foreign casinos to operate. There are three land-based casinos operating in the country that offer popular games to players. The government has also made it a point to fight excessive gambling behavior and encourage responsible gaming.
