While it is not illegal to buy and sell tickets for foreign lotteries in Laos, the ministry has been trying to crack down on these activities. However, it is difficult to deal with the issue because it is carried out online. The minister said a committee has been set up to tackle the problem, but that it requires investment to develop a system to trace those involved in the illegal lottery business.

The government is relying on the private sector to help manage the national lottery, and has made several concessions to business interests in order to keep the lottery running. However, critics argue that these private businesses have too much influence on the lottery’s decisions and cannot be trusted to run it effectively. Some of them have connections to the country’s ruling elite, and the results cannot be relied on to be fair.
