A caller to RFA’s Lao service said he believed the lottery was rigged because private business interests had a large stake in it and because they weren’t held accountable by state officials.

A state lawmaker told lawmakers that the government should reclaim control of the national lottery, a measure that could reduce the amount of money it pays to private business interests. “The private business interests should not be responsible for the national lottery because they can’t be trusted,” he said. “It is a serious problem that needs to be tackled.”

The state-run Vietnam Lottery Company (Vietlott) was established in 2011 at the apex of a rapid economic boom, resulting in a massive consumer class that spurred entertainment spending, including lottery participation. The Vietlott online platform allows Vietnamese citizens to participate in the lottery through authorized channels and is accessible from anywhere in the world.
