The Bill was sponsored by Pierre Trudeau, who was Minister of Justice at the time.

The Bill was controversial, as it permitted a provincial government to sell and operate a lottery system. As a result, several provincial governments created their own lotteries. Several of these have since merged to form the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Yukon, Northwest Territories, Nunavut).

Lotteries are also sold on the Internet in some countries, such as Liechtenstein, where they are known as elottery. The International Lottery Foundation (ILLF) pioneered the Internet lottery, launching the first web-based lotto in 1995 and processing the first online gaming transaction. The ILLF is a not-for-profit organization that supports charitable projects and organizations domestically and internationally.

One woman who won a lottery recently told reporters that she planned to spend the prize on her family. Dokkeo Suksada claimed that her children would be her first priority, but she would also like to travel. She said she wanted to go to South Korea, Japan, Vietnam and other Asian destinations.

Despite their popularity, lottery-style games are not widely legalized in most jurisdictions around the world. While some government agencies regulate their sale and operation, most do not prohibit their participation. Some countries have even legalized these games in some of their casinos, such as the Casino de la Moyeu in France. However, many states have made it a crime to play these games in public places, and some have banned them altogether. However, there are still some players who continue to play them. They are sometimes lured by promises of instant riches, while others simply enjoy the thrill of playing the games.
