The Quebec City mayor Jean Drapeau was trying to recover money spent on the World’s Fair and the new subway system when he announced a “voluntary tax”. For a $2.00 donation, players could participate in a lottery with a grand prize of $100,000. The controversy lasted until September 14, when the Quebec Appeal Court declared Drapeau’s lottery illegal. But he did not give up; the City announced that it would appeal to the Supreme Court. Today, Canada has four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life.
