It is therefore difficult to prosecute anyone for promoting or operating a lottery. However, the country has a number of Special Economic Zones that make it easier for foreigners to gamble.

The Laos lottery is run by the state-owned Lottery and Gaming Authority of Laos (Lao: ) and is regulated by international treaties. The Laos lottery has a variety of prize categories and draws, including the National Lottery, Keno, Bullseye, and Instant Kiwi. The proceeds from the Lottery are donated to charities and community organizations. In addition, the National Lottery funds the national education system.
