Lotteries are a form of gambling that awards prizes to people who purchase tickets. They are a common source of revenue for state governments and provide much-needed funds to public services such as education. In the United States, lotteries are regulated by state law, but many states prohibit online gambling. Many lottery games are played in person, but some are also available online.
In this talk, Dr Charles Zuckerman will explore the many things that lottery playing meant to people in Luang Prabang during his ethnographic research there in 2013-2016. He will start by tracing the political, economic and moral history of lotteries in Laos since 1975 and then discuss how they have been rationalized as an economic activity that is coherent with socialist goals. Finally, he will examine what playing the lottery, choosing numbers and winning meant in terms of everyday life for people on the ground.

Canada, for example, has four provincial/territorial lotteries: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland), Loto-Québec (Québec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta and Nunavut). The national lottery in New Zealand is operated by the Crown entity Lotto New Zealand, which distributes profits to a number of community organizations, including Sport and Recreation New Zealand, Creative New Zealand and the New Zealand Film Commission.

In recent years, questions have been raised about the integrity of the lottery system in Laos. One lottery salesman told RFA’s Lao Service that the company that runs the lottery knows what numbers people choose and can manipulate the results. Finance Ministry official Vilasack Phommaluck, whose department oversees the lottery, told RFA that reducing the drawing to once per week may help restore faith in the game. However, he added that such changes are not within his committee’s control.
