In New Zealand, the Government controls the lotteries through an autonomous Crown entity, Lotto NZ. It operates a wide range of lottery games, including Lotto, Keno, Bullseye and Instant Kiwi scratch cards. Lottery profits are distributed by the Lottery Grants Board directly to community and sports groups. These include Sport and Recreation NZ, Creative New Zealand and the New Zealand Film Commission.
Although lotteries are regulated at the federal level, many states and territories also regulate them. The states that operate their own lotteries typically regulate online gaming as well. The state governments may also require operators to obtain licenses or pay taxes. In the US, lotteries are a major source of tax revenue, with large portions of profits going to education and health care.
The Director of Binh Duong Lottery Company Mai Thanh Binh said that the HCM City Government has permitted the sale of lottery tickets at fixed places starting on October 22. Vending is still prohibited, however. Van Nguyen, who sells lottery tickets on the street in Binh Thanh district, said that he doesn’t understand or know about the regulations but that if he didn’t continue selling, he wouldn’t be able to pay his room rent and other expenses.
The first Internet lotteries were launched in 1995 by the International Lottery Foundation (ILLF), which was founded by Liechtenstein. It pioneered the online lottery industry by processing the world’s first Internet lottery transaction and introducing the first instant scratchcard games on the web. In addition to running the web’s first Internet lotteries, ILLF supports charitable projects and organizations both domestically and abroad.
