The Lottery is a major source of funding for education in these provinces.

During the pandemic, sales of lottery tickets have dropped to one third their pre-pandemic levels. Some vendors, such as Dai Trang in Quang Ngai, say they cannot survive without selling tickets because they owe money to their landlords and have been unable to find work. Others have resorted to vending in the streets, even though it is illegal.

In Laos, gambling is largely prohibited except in Special Economic Zones, which are leased by the government to boost foreign trade. However, the laws have not kept up with the rapid expansion of technology. This has led to the proliferation of online games that are marketed as “lottery games” and charge premiums on base lottery prices. In addition, some companies have developed software that can detect whether a person is playing in a legitimate game or an unlicensed one. The software can also determine the type of device being used and report it to authorities.
