A recent national lottery game in Canada has been the subject of controversy over its legality. Montreal mayor Jean Drapeau wanted to recover some of the money spent on the World’s Fair and a subway system, so he introduced what he called a “voluntary tax.” For a $2.00 donation, a player could participate in a monthly draw with silver bars as prizes. While the federal government argued that this was not a lottery, Drapeau replied that his scheme did not contravene the law. In September 1968, a Quebec appeal court ruled that the tax was illegal.

In New Zealand, lotteries are controlled by the government through an autonomous Crown entity, Lotto New Zealand. The company offers a variety of games, including Lotto (including Powerball and Strike), Keno, Bullseye, and Instant Kiwi scratch card games. Profits are distributed by the New Zealand Lottery Grants Board to charities and community organizations.

The four digit animal lottery has recently come under criticism for its honesty. A lottery salesman told RFA’s Lao Service that the company that runs the lottery knows the numbers that people choose and can manipulate results to make a profit. The company has dismissed the accusations.
