Lottery is a type of gambling wherein participants choose numbers in order to win a prize. It is usually organized by a government agency and provides prizes to those who buy lottery tickets. It is one of the world’s oldest forms of entertainment and is popular with many people worldwide. It has been the subject of many debates over its legality and social impact, but it continues to be a popular source of funding for public projects.
Despite being illegal in most jurisdictions, lotteries continue to be widely used, especially in dark urban areas where they are often not monitored. These are administered by the Interprovincial Lottery Corporation, which is a consortium of five regional lottery commissions owned by their respective provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Manitoba Lottery and Gaming Corporation (Manitoba) and Western Canada Lottery Corporation (British Columbia, Saskatchewan, Alberta, Yukon and Northwest Territories).
In Laos, the national lottery is run by private business interests with connections to the country’s ruling elite. The resulting drawings can’t be trusted, RFA’s Lao service reported this month. “The lottery should be 100 percent managed by the national government,” said a person who sells lottery tickets on the streets of the capital city, Vientiane. “Private business interests should not be responsible.”
In addition to the national lottery, Laos has a series of state-run lotteries and casinos. A third of the country’s revenue comes from gambling. Some of the casinos are in Special Economic Zones, which are leased by the government to boost foreign trade. Others are in villages and rural districts. In addition, the state has a network of nearly 1,600 lottery kiosks called m-lotto outlets. The majority of these are located in Vientiane, while other towns have a handful of kiosks. The kiosks feature a range of games, including keno and video lottery terminals. The machines are manned by trained staff. Unlike other casino operations, the kiosks are not open to the general public and can only be accessed by those with a valid passport or photo ID. However, most of the machines are located in private homes. In fact, some are even tucked away inside local churches or private businesses. The government has vowed to regulate the industry. The new laws will require casino owners to have licenses and pay taxes on winnings.
