In the United States there are a number of lottery games, including the state lotteries, national lotteries, instant games, scratch-off tickets, and the video lottery terminals (commonly known as keno). Many of these games are run by private businesses but some are operated by federal, state or local government agencies. In addition, a growing number of casinos offer lottery-style games.

Some of these private companies are able to offer the games at lower prices than the official lottery operators because they do not have to pay for advertising and other overhead costs. The popularity of these games has led to the development of a number of online gambling websites that allow players to place wagers on the outcome of lottery draws. Some of these sites also sell lottery products such as tickets, but others simply provide information and do not offer the chance to win any money.

Laos has a legal lottery, operated by the Ministry of Finance and overseen by the State Lottery Supervisory Board. However, the government is trying to crack down on private business interests that run informal football and other lottery chances sold through mobile phone short messaging services. On Aug. 17 the office of Prime Minister Thongloun Sisoulith sent a directive requesting that the Ministry of Finance and the State Lottery Supervisory Board work together to improve transparency in the national lottery system. Among other things, the directive calls for cutting the number of state lottery drawings to one per week and for imposing new rules on the sale of lottery chances purchased through mobile phone text messages.

In Canada, before 1967 buying a ticket in the Irish Sweepstakes was illegal, but in that year the Liberal Party introduced a special law (an Omnibus Bill) to bring up-to-date a number of obsolete laws, including those governing lotteries. That law was sponsored by Pierre Trudeau, who at the time was Minister of Justice.

In South Korea there is a privately operated lotto called Lotteria which is popular with young people and has a large online presence. Like other lotteries in the country Loteria is regulated by the government and requires mandatory garbage sorting with food, recyclables and general trash being separated into different receptacles. The Seoul city government has even mandated that Lotteria restaurants have specially sized garbage bags to meet its requirements.
