Moreover, the number 67 is associated with the turtle, an animal believed to bring bad luck, and it was the third time in four drawings that this number had been selected.

Vilasack Phommaluck, a Finance Ministry official who serves on the committee that oversees the lottery, said the committee has responded to concerns by reducing the number of drawing times to once a week and implementing other measures to ensure the integrity of the game. However, he said that blocking certain numbers or refusing to sell them is outside the purview of the committee.
