Lotteries are games of chance that award prizes based on random selection. However, players from Laos are still accepted at numerous offshore online casinos without risk of getting caught.

Lao lottery officials are rigging the system by manipulating winning numbers in order to avoid large pay-outs, sources tell RFA’s Lao Service. The country’s national lottery, which runs three times a week, has a reputation for being untrustworthy. Drawings often show numbers that vanish from purchased tickets or are deemed unlucky. For example, the winning number in a recent drawing, 509, was listed as 09 on the purchased tickets but was changed to 5 only an hour before the drawing.

Lottery officials deny the allegations. A state deputy finance minister and state lottery supervisor who spoke to RFA’s Lao Service on condition of anonymity said that companies responsible for the lottery are primarily owned by people with connections to the country’s ruling elite, including members of parliament and provincial governors. The ministry is now reviewing the lottery’s management and operation to ensure it’s more transparent.
