The state lottery in communist Laos is being rigged to avoid large pay-outs, sources in the country tell RFA’s Lao Service. Drawings of the national lottery, which are held three times a week, frequently show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen. For example, the winning number 509 on Oct. 14 this year appeared only as 5 on tickets sold throughout the day of the drawing.

Earlier this month, the office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the country’s legal state lottery, requiring the ministry to reduce the number of drawings from two to one a week and handle winnings more transparently. The directive also ordered the Ministry to close down informal football lottery-style games and lotteries that sell chances to be picked in a drawing through short messaging services.

A Canadian city mayor has figured out a way to slash the cost of running the Montreal subway system and at the same time raise millions of dollars for the City of Montreal: he has introduced what he calls a “voluntary tax.” For a $2.00 donation to the City, participants in the “lottery” are eligible to be entered into a lottery draw in which they answer four questions about Montreal.
