Laos Lotto Hanoi Lotto is a state-owned business that oversees the country’s legal state lottery, but it has come under fire for not being transparent. A government directive sent on Aug. 17 ordered the ministry to reduce the frequency of drawings and handle winnings more thoroughly. It also ordered that informal football lotteries and lottery chances purchased via short messaging services be closed down. The directive was signed by deputy finance minister and state lottery supervisor Sila Viengkeo.

While the government has yet to clarify its stance on online gaming, it has been taking steps to curb illegal operations. The director of the state lottery, a telecommunications company, told RFA in September that private business interests with ties to the ruling elite have taken over some of the lottery’s work. He also claimed that the lottery’s public access telephone line was mysteriously cut off on Oct. 10 and reappeared an hour later with a different number, while the public was unaware of the change.

In Canada, the Lottery Corporation oversees four nationwide games. These are the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories and Nunavut). In addition, the government licenses lottery re-sellers Netlotto Pty Ltd and Jumbo Interactive to sell tickets for its games online.
