But in that year the federal Liberal government introduced an Omnibus Bill intended to update a number of obsolete laws, and included an amendment allowing provinces to operate lottery systems. Montreal mayor Jean Drapeau took advantage of the opportunity to recover some of the funds spent on the city’s World’s Fair and subway system by creating a ‘voluntary tax’. For a $2.00 “donation” each player would be eligible to participate in a lottery draw for the chance to win a large cash prize.
