Drawings for the national lottery, which take place three times a week, often show numbers that disappear from purchased tickets or are deemed unlucky and unlikely to be chosen, the sources say. For example, the winning number 509 on Oct. 14 this year appeared only as a 5 on tickets sold throughout the day of the drawing, after which it disappeared from the national lottery website.
The sources said that the national lottery was being run by business interests connected to the ruling elite, including families of former prime minister Thongsing and former president Khamtay Siphandone. They also alleged that the state was not providing enough oversight of the company responsible for running the lottery. The sources spoke on condition of anonymity, but one told RFA’s Lao Service that the national lottery should be returned to government control, as it is not trustworthy. Another argued that private business interests should not be allowed to manage the national lottery, because the drawing results can’t be trusted.
