For a $2.00 donation a person could participate in a drawing with a prize of $100,000. The competition was billed as a sort of game show, and the winning tickets were silver bars instead of cash. The monthly draws drew participants from all over Canada, the United States, and Europe.

On Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the country’s legal state lottery, requesting that it reduce the frequency of the drawings from two to one a week and handle winnings more transparently. In addition, it is hoped that informal football lotteries and lottery chances purchased by short messaging services will be closed down.

Laos’s communist government controls the state lottery and is accused of rigging the drawings in order to avoid large pay-outs. In a recent drawing, for example, the winning number 509 appeared as only a 5 on tickets sold throughout the day of the drawing and disappeared only an hour before the official announcement, sources told RFA’s Lao Service.
