In 1968, the Quebec Appeal Court ruled that the “tax” did not contravene federal law.

Despite such controversies, lotteries continue to operate in most countries, with governments taking steps to ensure the fairness of the results. The Internet has facilitated the growth of online lotteries, which are operated by companies such as GTech Corporation based in West Greenwich, Rhode Island. These sites allow people from all over the world to buy tickets and receive winnings. Although these sites are not legally considered lotteries, the profits they generate are used to support charitable projects and organizations domestically and internationally.

A number of government officials in Laos are accused of rigging the national lottery, RFA’s Ounkeo Souksavanh reports from the capital of Vientiane. During the Oct. 14 drawing, for example, the number 509 appeared only as a five on purchased tickets throughout the day of the drawing. The number was then changed to 662 only an hour before the drawing was held, a source told RFA.
