Today, however, lottery revenues are generally regulated and are used to fund state government services and public education systems.

In Laos, the lottery is not well regulated, and business interests with connections to the country’s ruling elite have a strong grip on the industry. This has sparked criticism that the lottery is not transparent and does not serve the needs of the country’s citizens. In addition, lottery profits have been a major contributor to the national budget deficit.

As of March 29, the government has ordered lottery businesses to cease operations during the COVID-19 pandemic, alongside a more drastic measure green-lighted two days earlier to curb social distancing between April 1 and 15. This is a severe blow to the lottery ticket seller community, which relies on these sales to survive.

While the legal status of lottery play in Vietnam is complex, it is generally recognized as a form of gambling activity and is strictly regulated. While the government has a tight grip on traditional lotteries, it is gradually opening up to the online lottery sector. The country’s official lottery provider, Vietlott, launched an online component in 2011, indicating a controlled opening of the industry with a view to eventual liberalization. This is a welcome development for Vietnam, but it is still in the early stages and requires careful monitoring. Regulatory and technical challenges must be overcome before the sector can thrive in Vietnam. The country’s burgeoning economy and rising consumer class have the potential to create a robust online lottery market in the future.
